I think the underlying and supporting structure for leadership in urban terrain is FTLs, would you agree? I think they are the guys pulling their weight and keeping it up.

NCOs always have been and always will be the backbone of the military. But yes, in contemporary warfare the decision making process is being pushed furthur and furthur down the chain of command, especially in urban combat.
