Depends on the situation. Sit-harnesses are commonly used for the amount of movement they use while providing a decent amount of safety, so I'd use them if I needed to move quickly and efficiently. Full body-harnesses have limited movement but full safety, so it would be used in a high altitude, say, a skyscraper.
I'm not actually part of a team that requires to do this sort of thing in real life. But I know the tactics anyway.

I think you need to be more specific. partial, full and riggers belts each have their own use and really sould be used in accordace with their design matrix

They say that hard work never killed anyone, but why take that chance ?
rigger belt
using a rigger belt is also pretty good for safety when climbing 2 or 3 story buildings or when a person is casualty you throw a rope with harness clip to pull him or her out
Full body harness is not good
I think, a full body harness is not useful for real tactical environment because usually you have to wearing a tactical vest or ballistic vest, so your full body harness must be under the vest. In this case it's anchorage points will be occult from access. We use a sit harnesses for all kind of movement and never had have any problem with that.

full body harness
in my life, i saw accidents what happens by used sit harness - two times. first time, we are in special rappelling training in winter. we used extrem cold weather system. my friend falled down in aussie style rappeling. when you use ecws the sit harness cant be strong... second time, it happenned when my friend go to invert from aussie. the full body harness is better, you can do everything. the better types you can wear under the vest. we use MAMMUT tactical full body harnesses, but the petzl is better i think.

Ok. When I read that I start looking for examples and found this.
I'm sorry but I really can't believe it. We do a lot of head-down rappels and never had this problem.

Murphy never sleep. It happening 1 time in 10tousend maybe... I dont think, full body harness better than sit harness... Just sometimes its safer.... I have lightweight sit (tactical) harness too (petzl)

I use a SAR sit harness and when needed a SAR chest harness with a link sling. Best of both worlds.
