Lateral Leadership

Sometimes known as horizontal leadership. How does one member, say the SWAT team leader or Ground Commander effectively coordinate tasks to attain goals with other agencies? Both in the form of non-combatant agencies like the fire service, ambulance service and those who are in the fight, for example patrol officers without SWAT training. How do they coordinate with other Commanders on scene, for example a multicasualty situation during a terrorist attack?

You have to have one overall incident commander. You also have to have good and continuing intel so that you know where your priorities lie and how to advance towards your goal.
