"You use the break and rake technique in conjunction with a breach at another location or when you have sufficient cover to do it to allow observation into that specific room or area of the house. Sometimes that window may be where you insert a throw phone. No swat team is going to go through all the effort of breaking a small window like that and insert the team."

I guess its very useful for fire crews, for entry when a more regular entry point is engulfed in flames or to clear a window for ventilation.
