Low-tech terror makes sense logistically. It's a strategic choice. It also makes recent terrorist events seem more random, requiring less planning and 'shady' activities.

You'd have to back up those claims. Most databases I've looked into suggest the opposite. Worldwide Incidents Tracking System suggests Islamist terrorism is number one. But that's worldwide. I don't think it's a razors edge. I think that some religious orders are more likely to lead to violence based off what they teach or how easy violence can be dehistorized, politicized or used today.
