Its not very clear, but he appears to be shot 2 times. One of them being high on his upper leg/groin area, you cant tourniquet there, so applying a pressure bandage, with or without celox/quickclot seems the only way to stop that bleeding. I can shoot a 12x12cm(5") card up to 50m(150ft) accurately with no problems with any handgun. accuracy is not the problem.
